Carl was born in Brooklyn, New York and moved to New Jersey where he graduated high school and entered the US Air Force. Upon graduation from Temple University in 1985 he returned to the Air Force for a second tour.  In 1988 he reentered the civilian world and has worked in outpatient, private practices since then, including his own private practice in Fredericksburg, VA for over 11 years.  He and his wife recently moved to the Tidewater area to be closer to one of his 3 children and 2 of his 6 grandchildren.
